Councilmember Phil Ayala

Biography: Phil Ayala moved to San Jacinto with his wife and children in 2005. In 2020, Phil was elected to the San Jacinto City Council because of his love for a smaller community and eagerness to help grow the city. Since moving to San Jacinto, Phil has tirelessly worked for all San Jacinto families with regard to public safety, emergency preparedness, lowering taxes and supporting more community events.

In 2014, he founded the Military Explorers Post III program (mehq.org) in the valley as an after-school, Career and Technical Education Non-Profit organization for youth ages 12-20 years old. The program’s intention is to offer a hands-on leadership laboratory for middle & high school students interested in a career in public service. Phil retired from his teaching career back in 2025 after more than two and a half decades. Phil has a passion for education and the importance of supporting students with their post-high school career plans and education.

Phil is a proud stakeholder in the community. Having raised his family in San Jacinto, he’s a big believer in providing opportunities for our community’s youth and elderly population. Phil is aware of the impact a safe and positive environment has on families. Through his work within the community, Phil sees firsthand the benefits families gain from parks, community theater, museums, classes, and activities offered by the city. 

As a Council Member and former Mayor & Mayor Pro-Tem, Phil will focus on the positive quality of life and family values, safety, emergency preparedness, and the elements necessary to make San Jacinto an exceptional place to live, work, and play.
