The City of San Jacinto uses a Council-Manager form of local government. The City Council creates the policy for the city, while the City Manager, who is appointed by the City Council, acts as the executive director of the city.

The City Manager's Office includes Information Technology, Community Outreach, Communications, Economic Development, Special Projects and Special Events.

 
Duties and responsibilities of the City Manager:

  • Implements the policy direction of the City Council
  • Enacts policies and procedures to efficiently and effectively carry out the City Council’s directives
  • Keeps City Council apprised of issues and concerns regarding City operation(s)
  • Administers contract for services with Riverside County Sheriff's Department, as San Jacinto Police Department and CALFIRE, as San Jacinto Fire Department
  • Administration of Day to Day Operations of the City and its employees
  • Appoints the City department directors
  • Ensures that city services are performed to the highest standard in accordance with council goals and policies
  • Prepares, manages, and implements the annual budgets for the City and City's Capital Improvement Program (CIP) in support of City Council goals
  • Serves as an adviser to the City Council on policy matters impacting San Jacinto’s community and the city organization
  • Supports the information and policy-making needs of the council and implements council decisions
  • Acts as the City's Public Information Officer, unless the designee is appointed

About the City Manager: 


Travis Randel was unanimously appointed by the City Council as Interim City Manager in June 2026. He previously served as Deputy City Manager - Development Services, overseeing the City's Community Development and Public Utilities Departments, and has been a member of San Jacinto's executive leadership team since joining the City as Community Development Director in 2018.

 

With more than 20 years of public sector experience, Travis has built a career focused on organizational excellence, customer service, economic development, and strategic community investment. Prior to joining the City of San Jacinto, he spent more than 12 years with the City of Riverside, where he helped advance process improvement initiatives designed to streamline government services and improve the customer experience.

During his tenure in San Jacinto, Travis has played a key role in many of the City's most significant accomplishments. He led the development and adoption of Envision San Jacinto, General Plan 2040, and the associated Development Code modernization effort, creating a long-term framework for responsible growth while reducing unnecessary regulatory barriers and improving development processes. He also helped guide the City's transition toward expanded in-house professional services, strengthened organizational capacity, and implemented technology and operational improvements designed to provide more efficient and responsive service to residents and businesses.

As Deputy City Manager, Travis oversaw both development and utility operations, helping advance major infrastructure investments that support the City's long-term sustainability. These efforts include the replacement of the Bath Treatment Plant, construction of the new Grand Well, and development of the new Grand Well Treatment Plant, representing more than $21 million in water infrastructure improvements. He has also provided executive oversight of major residential, commercial, industrial, and public infrastructure projects that continue to shape the future of the community.

Travis believes that local government is most effective when it remains responsive, accessible, and focused on serving the community. His leadership philosophy emphasizes building strong teams, developing people, streamlining processes, and creating an environment where residents and businesses can succeed.

Under Travis's leadership, San Jacinto has received recognition from the American Planning Association and the Southern California Association of Governments for innovative planning, sustainability, community engagement, and placemaking initiatives, including Envision San Jacinto, General Plan 2040 and the City's Art in Public Places Program.

Travis holds a Master of Public Administration degree from California Baptist University and a Bachelor of Science degree in Environmental Sciences from the University of California, Riverside.

Outside of City Hall, Travis volunteers extensively with youth soccer programs as an Advanced Referee and Referee Instructor with AYSO, where he enjoys mentoring new referees and supporting youth development throughout the region.
